Correctional Service Reforms

The Tinubu administration is reforming correctional centres with education, vocational training and preparation for reintegration.

Correctional reform under the Ministry of Interior combines the upkeep of custodial facilities with education, vocational training and preparation for life after custody. The Nigerian Correctional Service delivers this work as part of its mandate of rehabilitation and reintegration.

Education and practical skills

An inspection of Kuje Custodial Centre in October 2025 showed classrooms, vocational workshops and ICT training units in use. The Interior Minister visited with the President of the Nigerian Bar Association to assess conditions and rehabilitation activities. The visit also linked the reform agenda to access to justice and preparation for reintegration.

At Ikoyi Custodial Centre, inmates completed carpentry training and received trade-test certification in December 2025. The programme was delivered in partnership with the Centre for Legal Support and Inmates Rehabilitation and other supporting organisations. It shows skills development being delivered directly within custodial centres.

Delivering reform across the service

These achievements are part of a wider reform programme across the Correctional Service. Alongside education and training, the administration is rehabilitating infrastructure, improving healthcare and security, and strengthening collaboration across the justice system to address overcrowding and improve conditions in custodial centres.

The purpose is to equip inmates with skills and qualifications for a lawful and productive return to society. Training and certification give them practical tools for employment and a fresh start, which strengthens community safety.

Accountability and continued reform

In June 2026, the Interior Ministry received an investigative panel report on correctional facilities and committed to implementing its recommendations. The reform agenda includes stronger oversight, education, vocational training and cooperation across the justice system. Implementation of the report is now driving the next phase of improvements in correctional centres nationwide.
