The Tinubu administration approved a deep-offshore investment framework in August 2026 to attract new petroleum-sector projects to Nigeria. The framework gives investors policy clarity and targeted incentives that support long-term capital decisions.

It is designed to unlock fresh investment in Nigeria's deep offshore, turning the country's energy resources into development and revenue.

Clear conditions for major projects

The framework establishes a transparent approach to incentives for qualifying oil and gas developments. It replaces individually negotiated arrangements with published eligibility conditions and implementation procedures, giving investors the predictability they need.

It takes effect through the relevant tax-remission order and provides for amendments to eligible production-sharing contracts. The framework also places Nigerian participation at its centre, promoting local engineering, fabrication, logistics and other services wherever commercially and technically feasible.

Opening the next generation of offshore projects

Large offshore developments require commercial agreements, financing, engineering and construction before production begins. With this framework in place, investors now have the clarity to move qualifying projects forward in Nigeria.

The national benefits are substantial: productive investment, industrial opportunities for Nigerian companies and future government revenue. Engineering and service firms gain new openings, and the country strengthens its position as a leading destination for energy investment.
