Putting mandatory insurance into practice

The National Health Insurance Authority describes a presidential direction for federal ministries, departments and agencies to implement mandatory health insurance. The direction concerns staff enrolment and the use of insurance compliance requirements in relevant administrative processes.

The NHIA Act provides the underlying framework. The administration’s implementation action asks institutions to translate that framework into enrolment, verification and monitoring arrangements. The official guidance includes a role for digital verification of compliance certificates.

Financial protection and service access

Health insurance is intended to spread the cost of healthcare and reduce the pressure of paying for treatment entirely at the point of need. The scope of cover, participating facilities and conditions of access depend on the scheme under which a person is enrolled.

A directive is a policy and administrative milestone. It does not, on its own, establish that everyone has been enrolled or that all medical expenses are covered. Expansion should be assessed through dated enrolment and service information from the responsible institutions.

Individuals should consult their scheme and accredited provider for the services and processes that apply to their cover.
