Urban Renewal and Slum Upgrading

Urban renewal brings roads, drainage, water and other basic services into the housing agenda.

The ministry’s review describes neighbourhood improvements under the National Urban Renewal and Slum Upgrade Programme. These interventions address the surroundings in which people live, alongside new-home construction.

The scope of each community project differs. This record does not treat all listed services as available in every participating community.

Improving existing neighbourhoods

The National Urban Renewal and Slum Upgrade Programme focuses on the basic infrastructure around homes. Its scope includes access roads, drainage, water supply, street lighting and waste-management improvements, according to the needs and approved works at each location.

In December 2024, the Housing Ministry reported a mixture of completed sites and projects still under way. It also sought stronger cooperation with UN-Habitat to support the programme. The account establishes delivery at identified sites while recognising an ongoing national pipeline.

Housing quality beyond the building

A home’s usefulness depends partly on its surroundings. A passable access road, functioning drainage and access to basic services can affect health, safety and the ability to reach work or school. Neighbourhood improvement therefore complements the construction of new housing estates.

This record describes the programme and the period covered by the ministry’s update. It does not imply that every listed service was delivered at every site or that all informal settlements have been upgraded. The scope and completion status of individual projects remain the basis for assessing local delivery.
